    Following axesor rating’s growth plan, axesor has started the development of a specific methodology to issue rating for sub-sovereign governments and their debt issuances. Our rating measures sub-sovereign government’s ability and willingness to fulfil in full and on time its financial obligations to commercial creditors, including regions, provinces, local government and any other sub-level of sovereign government that has entrusted with the provision of some level of public services.

Our rating measures sovereign government’s ability and willingness to fulfil in full and on time its financial obligations to commercial creditors, understanding a sovereign government as a state that manage its own resources and has the capacity to make its own decisions on fiscal, monetary and political matters.
